It depends on how your league is setup. Most leagues do not give points for kick returns in general, check with your commissioner.
The waiver denotes your place to pick up players that are waived by other players in your league. For instance if you have waiver number 3 and you try and pick up a player that has been waived. If another team has a higher waiver number, say number 2, then they will have first rights to this player.
